摘 要:回应型政府的构建,必然要求政府及其管理者能够直接地、及时地、有效地对管辖范围内的公民诉求作出必要的回应,以确保回应机制常态化、制度化。同时,政府对公众的诉求高效率、高效益的回应,是保障公众享有知情权、参与权、监督权的主要措施,也是提高政府公信力的有效途径,还是政府为民服务的具体体现,更是构建回应型政府的重要举措。文章通过对政府回应力的现状描述以及滞后原因的分析,提出了政府回应力的提升路径,为回应型政府的构建提供理论基础。To build the response-type government, the managers must directly, timely and effectively make the necessary response within the jurisdiction of the civil appeal in order to ensure that the response mechanism of normalized and institutionalized. At the same time, the government response to the public with demands of high efficiency and high benefit, which is the main measures to guarantee the public right to know, to participate, to supervise, and is an effective way to improve the government credibility, also the embodiment of the government for the people service, and an important action to build response-type government. This paper, through analysis of the description of the present situation of the government response to the force and lag reason, proposed the ascension path of the government response and provided theoretical basis to build the response-type government.
