摘　　要：单位制是改革开放以前的基本政治经济制度,保证了国家的基本运转和稳定,为社会生产和动员提供了物质及政治基础。改革开放以后,单位承载的职能逐渐分解,失去了社会整合、凝聚认同以及政治动员等诸多功能。多中心治理理论强调治理主体和手段的多元,要求采取调和的方式看待国家与社会的关系,这对于国家治理模式的转型有重要意义。Unit system was the basic political and economic system before reform and opening-up. It ensured the country＇s basic operation and stability,and also provided material and political foundations for the social production and mobilization. After reform and opening-up,the units＇ functions have been gradually decomposed. The units lost the functions of social integration,cohesion of identity and political mobilization,etc. Polycentric governance theory emphasizes the multivariant governance bodys and means,which calls for thinking about the relationship between state and society in a harmonic way. It has important significance for the transition of state governance model.
