美国南亚政策调整下的中印关系研究

摘　　要：美国南亚政策的制定是依据其战略利益的需要而不断调整的。在地区层面,采用力量制衡手段应对所谓挑战,确保其战略优势,是美国的一贯做法。奥巴马政府推出"亚太再平衡"战略后,不断提升对印关系,今年1月奥巴马再次访问印度,成为美国历史上首位两度访印的总统。美印强化关系在美印均引起较大反响,且舆论直接指向中国。本文分析了阻碍中印关系顺利发展的主要因素,说明美对印政策对中印关系影响的非关键性,中印关系的本质属性以及印度和美国对华政策的基本特性等,提出在历史问题和当前复杂国际因素影响下,推进中印关系的基本思路。With the adjustments in America＇s foreign policy toward South Asia which meet major strategic interests of the country,America has adopted a consistent measure of power-balancing to maintain its strategic advantages and face challenges in foreign issues of South Asia. Viewing the U.S.-India relationship as a critical part in America ＇s ＂Rebalancing Strategy＂ in the Asia-Pacific region, the Obama Administration has made great efforts in enhancing its relationship with India. Obama ＇s second visit to India made him the only president in U.S. history who has visited the country twice. The enhancement of U.S.-India relationship will place great impact on major foreign issues of the two countries, including the issues targeting to China. By analysing fundamental principles in the Sino-Indian relationship, foreign policies of the United States and major factors which hinder the smooth progress in India ＇s relationship with China, the paper suggests that America ＇s foreign policy toward India fails to play a critical role in the Sino-Indian relationship. The paper also proposes a framework of promoting the Sino-Indian relationship in the context of the current international environment and major historical issues.
