云治理时代的政务数据管理转型——当前我国档案事业发展的问题与建议

摘　　要：通过采用文献调查法、社会调查法、文本分析法等方法,对发达国家档案工作现状和未来发展规划进行综合分析,发现英国、新西兰、澳大利亚、美国、瑞典等发达国家的档案部门,在应对政府数字转型和社会转型带来的各种数据链断裂风险中担负了国家数字连续性计划制定与落实的领导者角色。结合我国档案事业发展所面临的数字转型、社会转型以及档案转型挑战和档案实践部门的需求,同时针对我国档案部门三大体系建设中存在的问题诊断,提出十条对策建议,供制定我国档案事业发展"十三五"规划参考。Through the use of literature survey, social survey; text analysis and other methods, this article did a comprehensive analysis of the archives industry of the developed countries as well as their future development plan, and found that in the United Kingdom, New Zealand, Australia, the United States, Sweden and other developed countries, the archival institutions, when facing the risk of data discontinuity caused by government digital transformation and social transformation, assume the leading role to make and implement the national digital continuity plan. Taking into account the challenges to the development of the cause of archives brought about by the digital transformation, social transformation and its own transformation as well as the demand of the practical archival institutions, this article analyzed the problems existing in the development of the three great systems in the Chinese archival industry, and provided ten suggestions as reference for preparing the chapter of the development of the archival industry in the ＂Thirteenth Five-Year＂ Plan.
