摘　　要：基本医疗保障体制改革,是我国医改的难点与焦点,将影响到我国医疗保障制度的持续发展。本文对三种不同医疗保障管理体制从管理、运行等方面的实施效果进行分析,力求找出最适合我国基本医疗保障管理体制的模式,为整合我国城镇职工基本医疗保险、城镇居民基本医疗保险和新型农村合作医疗制度的职责提供思路。Basic healthcare reform, which has always been the most difficuh part of the healthcare reform and will has great influnenee on the sustainable development of the medical insurance. In order to provide a solution to integrate urban employee basic medical insurance, urban residents basic medical insurance and new rural co- operative medical system, this paper tries to a find a model which suits the current medical manage system by analysing the implemenntation effect of different manage system.
