摘　　要：学院制作为当前我国高校内部管理的主要模式,其发展过程中存在诸多问题,其中学院内部权力配置不合理成为制约学院发展的瓶颈,主要表现为:学院内部行政权力与学术权力产生矛盾、学院专业设置不合理、学院理财权和人事管理权缺乏独立性。为了学院制的稳健发展,应进一步营造良好的学院外部治理环境,构建学院多中心协同治理机制,下移高校管理重心,设置专业化职能机构。As the main mode of the current internal management in our universlty, mere are many promems m the development of college system. The internal power configuration problem in college becomes the bottleneck which restricts the development of the college. The main performance are the contradiction between school internal adminis- trative power and academic power, the irrationality on the college professional setting, the lack of independence on the rights of college financial management and personnel management. In order to the healthy development of the college system,we should create a good external governance environment,build the muhi center collaborative governance mechanisms for the school, shift the focus of management, and set up the specialized function institutions.
