地方政府促进新兴产业发展的政策研究——以陕西航空航天为例

摘　　要：航空航天产业是国家重要的战略性新兴产业。相对于国内其他地区,陕西航空航天产业在规模上具有一定的优势,但是也存在自主创新能力不足、产业配套能力薄弱等问题。国外发展表明,合理的产业政策可以有效推动航空航天产业发展。陕西在促进航空航天产业发展的政策选择上,应坚持自主创新,鼓励企业加大科研投入,引导产业集聚化发展,降低企业生产成本,拓宽融资渠道,鼓励民间资本参与发展。The aerospace is an important strategic emerging industry for China. Compared with other domestic regions, Shaanxi aerospace industry has a certain advantage in scale, but also has some disadventages. Such as, the independent in- novation eapacity is insufficient ; the industrial supporting capacity is weak, etc. Foreign development shows that, some reasonable industrial policies can effectively promote the development of the aerospace industry. In order to promote the development of the aerospace industry, Shaanxi should take some suggestions as follows： adhere to independent innovation, encourage enterprises to increase investment in scientific research, guide the industry cluster development, reduce the production cost, broaden the financing channels, and facilitate private capital to participate in the development.
