我国城市体育场馆服务全民健身存在问题及发展策略研究

摘　　要：城市体育场馆是满足市民参与体育健身需求、增强体质健康的重要物质载体和提升市民生活质量的有力保障,对促进全民健身的发展具有重要的作用。采用文献资料、专家访谈和实地调查等研究方法,对我国城市体育场馆服务全民健身存在问题及发展策略进行了研究。研究表明:我国城市大型体育赛事需求的大型体育场馆与全民健身需要的中小型体育场馆之间的结构失衡严重;体育场馆数量少,且布局不合理和被占现象严重;体育场馆服务功能单一和利用率低以及体育场馆建设政策法规执行难等是城市体育场馆服务全民健身发展中存在的主要问题。为此提出科学合理布局城市体育场馆服务全民健身发展的规划与建设、实施新城区体育场馆规划布局建设发展和构建城市体育场馆服务全民健身保障体系的发展策略,希望借此弥补当前我国城市体育场馆服务全民健身发展研究中的不足,为进一步促进我国城市体育场馆建设服务全民健身的发展提供借鉴。The city stadiums are the main carrier to meet the demands of the citizens＇ participation in the physical fitness and to enhance the physique, as well as the great guarantee to improve people＇s living conditions, which also play an important part to develop the national fitness. The research was done through the literature material law, the expert interview method and field research as well as some other methods. The research proposed that the main problems lie in the structural imbal- ance between the large stadiums needed during the major sports events and the middle and small ones used for the national fitness, the small amount, improper distribution and occupation of the stadiums, the specialized function, the low use ratio, and the difficulties to calTy out the planning and reconstruction to build the stadiums. It is then put forward the developing strategies to distribute the city stadiums to serve the national fitness scientifically and properly, and the strategies to plan the stadiums in the new part of the city to build new system for better serving. In this way, we can make up the shortages in the research about the city stadiums＇ servin~ national fitness and provide some reference to further development.
