城乡居民大病保险制度下政、保合作的理论依据与现实意义

摘　　要：公共产品供给理论与公共服务外包理论是城乡居民大病保险制度下政府与保险公司密切合作、合理分工、良性互动的理论基础。城乡居民大病保险一年来的改革试点表明,政、保合作不仅有其合理性,更有其必要性。全国各地的实践充分证明,政、保合作不仅发挥了各自的优势,形成了优势互补、风险共担的合作机制,更主要的是它大大提高了城乡居民大病保险的运作效率、服务水平和整体质量,为政府、保险公司、医院与参保群众最终实现多方共赢局面创造了良好条件。The theory of the supply of public goods and the theory of the outsourcing of public service are the basic theory of the government and insurance company with close cooperation,rational division of labor,the benign interaction. Under the serious illness insurance system of urban and rural residents one year＇s trial,it indicates that the cooperation of the government and insurance company not only has its rationality,also have their necessity. Practice throughout the country fully proved that,the cooperation of the government and insurance company not only have their respective advantages,formation of the cooperation mechanism of complementary advantages,risk sharing,the more important thing is that it can greatly improve the efficiency,service level and the overall quality of the serious illness insurance system of urban and rural residents,which creating good conditions for the government,insurance companies,hospitals and the insured people finally realize win- win situation.
