中部六省生态文明建设的测度与比较

摘　　要：2003-2010年中部六省生态文明建设整体水平不断提高,2011年略有下降,但是2012年以来又明显提高。其中,资源供给能力落后于生态文明建设整体水平,资源利用与节约能力与整体水平相当,污染物减排与治理能力则优于生态文明建设整体水平。环境污染治理与生态修复工作的改善、资源利用效率与资源节约水平的提高,是中部六省生态文明建设进步的主要来源,其工作效果和进度快于生态文明建设的进度。相对而言,国内资源保障与供给能力提升较慢;污染物减排工作效率与效果仍略显不足,影响了生态文明建设的进度。本文在分析产生上述现象原因的基础上,提出相应的对策建议。The overall level of the ecological civilization construction in the six provinces of Central China had been continuously im- proved from 2003 to 2010, then declined slightly in 2011, but has significantly been improved since 2012. The capacity of resource supply is lagging behind the overall level of the construction of ecological civilization, and the capacity of resource utilization and saving is equal to the overall level while the capacity of pollutant reduction and governance is better than the overall level of ecological civilization construction. The improvement in environmental pollution control and ecological restoration work and the increase in the utilization ratio and the conservation level of natural resources are a major progress source of the ecological civilization construction, whose work effect and progress were faster than the overall progress of the ecological civilization construction in the six provinces of Central China. Relatively speaking, domestic resource guarantee and supply ability promotion were slow, and the work efficiency and effect of pollutant emission reduction still seemed in- sufficient and lagged behind the overall progress of the ecological civilization construction. On this basis, the paper pre- sented related countermeasures.
