摘　　要：加强对村镇绿色建筑的推动是实践农村地区绿色化发展的重要保障,编制绿色建筑体系实施导则将为村镇绿色建筑的发展起到引领作用,同时为基层政府和相关管理部分提供长效性的技术管理支持。针对严寒地区村镇能源资源消耗大、绿色建筑体系实施缺乏指引、居民绿色意识淡薄、公众参与度低等实际问题,结合严寒地区村镇的发展要求,开展与村镇规划和绿色建筑相结合、注重前瞻性与实效性的双重控制的实施导则研究,以促进村镇建设的可持续发展。Increasing efforts to promote green buildings construction in villages and towns of China significantly guarantee green rural development. Preparation of green building system implementation guidelines will play a leading role in green buildings development of villages and towns, while providing long-term technical management supports for grassroots government and related management sections. Due to large consumption of energy and resources, and lack of guidelines for the implementation of green building system, residential green consciousness, insufficient public participation and other problems, the implementation guidelines focusing on prospective effectiveness are studied combined with the development requirements of towns and villages in the cold region in order to promote the sustainable development.
