摘　　要：粮食仓储是粮食流通工作的重要组成部分,确保粮食"存得好"对保障国家粮食安全、提高粮食流通效率、促进社会经济发展具有重大意义。受到国际宏观经济疲软和国内经济结构调整,粮食需求出现了阶段性过剩。加之受仓储设施布局不合理等因素影响,现有粮食仓容总体紧张,部分地区严重不足,储粮安全形势趋于紧张,破解粮食仓容不足问题已迫在眉睫。为此,本文在系统分析了我国粮食仓储设施现状的基础上,指出了当前我国仓储设施存在仓容总量不足,地区布局不合理、配套设施和技术水平落后等问题。最后,对解决粮食仓容缺口问题,提出以下对策建议:近期增加仓容建设力度,把过剩的产量暂时"储存"起来;加大粮食主产区产地加工的支持,促进粮食产地加工转化;打通"北粮南运"物流通道。从长远来看,要深化粮食流通体制改革,畅通粮食产销衔接渠道,依靠市场自主调节的力量,扭转价格倒挂困局。Grainstorageisanimportantpartofthegraincirculation,ensuringgrain“wellkept”isofgreatsignificanceto ensure national grain security, to im prove the efficiency of grain circulation, and to prom ote social and econom ic developm ent. D ue to the international m acroeconom ic w eakness and dom estic econom ic restructuring, the dom estic grain m arket show ed periodic surplus. In addition, C hina’s grain storage facilities w ere not optim ally distributed. A ll these factors caused insufficient total grain storage capacity in C hina, w ith serious insufficient capacity in som e provinces,notenough m atching infrastructure,and outdated technology.Itiscriticalto solve these problem sforChina’s grain storage capacity.B ased on the above analysis,this paper provides the follow ing suggestions to help solve the m ain problem s of C hina’s grain storage capacity, including increasing investm ent for grain storage capacity to store the periodic grain surplus;E ncouraging value added processing in those m ain grain producing regions;C onstructing the transportation system to connect southern regions and northern regions;A nd in the long run, continuing the grain circulation system reform , connecting the transportation system betw een the grain producing regions and consum ption regions,and letting the m arketto lead to the price equilibrium forthe grain system .
