摘  要:在全球气候变暖的大背景下,通过造林实现碳吸存已经成为新时代的必然选择。文章将自愿环境协议引入到造林补贴标准研究中,以实现碳吸存为目标,构建了造林补贴标准的测算框架;并以陕北造林为例进行实证模拟,得到考虑碳吸存效益的退耕还林补贴标准为:1~21年为2405元/hm2·年,22~34年为1294年/hm2·年,该标准高于陕北现行的造林补贴标准。讨论了该框架的适用条件及局限性,以期为实施的生态造林补贴标准的制定提供借鉴。Under the background of global warming, carbon sequestration are implemented by afforestation has become the inevitable choice of a new era. This study will be introduced to the voluntary environmental agree- ment forestation subsidy standard study, as the goal, to achieve the carbon sequestration, forestation subsidy stan- dard measurement framework is constructed, Taking afforestation of northern Shaanxi as an example for empirical simulation, considering of returning farmland to forest carbon sequestration benefits of subsidised standard is: 1-21 years for 2405 yuan/hm^2 per year, 22 to 34 years for 1294 yuan/hm^2 per year, the standard is higher than the cur- rent afforestation of Shaanxi subsidy standards. Discussed the applicable conditions and limitations of the frame- work, in order to implement the ecological forestation subsidy standards for reference.
