摘 要:通过石光银治沙案例,分析了政府-私人企业之间的利益分割关系对土地退化防治的制度含义;总结了土地退化防治中的公私伙伴关系的经验,如分成合同制、产权分割、政府部门支持、建立新型组织网络、稳定的伙伴关系等;设计了政策扶持+公司主导等四种伙伴关系的可行模式;基于案例研究提出思考:政府的被动扶持能否转变、能否实行土地换生态?政府能否推行生态购买?建议在沙区森林改造社会化机制、长效机制、防沙基金制度等方面进一步探索。Based on the analysis of Shi Guangyin' s combating desertification, the paper explores the institutional meaning of public sector-private enterprise interests relation to controlling land degradation, such as divided into contract system, division of property rights, government support, establish new organizational network and stable partnership, etc. It advocates that public-private partnerships should be explored in controlling land degradation, de- sign four models including policy promotion with enterprise domination, suggests that capital input, mechanism de- sign, law, and fund should be explored. Based on the case study and puts forward thinking: the passive support can change, the government can implement ecological land change? The government could promote ecological pur- chasing? It is suggested that the forest reform social mechanism, long-term mechanism in sand, sand to further ex- plore the fund system, etc.
