能源环境规制能否倒逼区域经济发展方式转变?——基于多区域CGE模型分析

摘　　要：基于2007年广东、贵州和全国投入产出表,建立环境反馈型的多区域能源-经济-环境CGE模型;从区域层面上探讨能源规制对区域产业转移和经济发展的影响机制与路径,分析环境税、污染物排放交易等环境规制对各地区经济发展、产业结构、就业及居民福利的影响,比较各种能源环境规制对地区经济发展的影响。研究结果表明,能源环境规制对区域产业转型升级具有促进作用,同时需要实施差异化能源环境政策以缓解不同地区所受的负面影响。In this study, we will focus on study the impact of energy and environment regulatory on the inter- regional coordinated development from the regional level. Making use of multi-regional energy -economic - environmental CGE model, we will analysis the effect of regional energy regulation in the future. We will research the impact of the carbon emissions trading and other environmental policy on regional economic development and industrial structure. The results show that the regulation of energy and environment can promote regional industry to upgrade and different policies of energy and environmental are needed to implement to mitigate the negative impact on the economy of different regions.
