摘　　要：目的探讨在我国社区卫生服务机构构建公共卫生服务专职队伍模式的优势、劣势、机遇及挑战。方法利用SWOT分析法,从理论层面深入分析在社区卫生服务机构建立和实行国家基本公共卫生服务项目专职队伍的可行性和所面临的主要困境,同时结合中山市三乡镇社区卫生服务中心2010年1月—2013年12月的实践经验做进一步阐述。结果三乡镇社区卫生服务中心公共卫生服务专职队伍模式能够有效整合现有资源,尤其是在合格公共卫生人力资源不足的情况下能够最大限度发挥现有人力资源优势,节约机构运行成本,实现了基本医疗与基本公共卫生服务的均衡发展,在提升社区整体形象的同时丰富和创新我国全科服务团队的结构和内涵,然而,由于该模式与现存主流发展模式存在较大差异,其探索和实践面临较大的主流压力,基于此,应紧密结合目前我国大力推动和发展社区卫生服务的机遇,积极深入探索和实践多样化的国家基本公共卫生服务模式,促进基本医疗和基本公共卫生的良性发展。结论在社区卫生服务机构建立和实行公共卫生服务专职队伍在一定时期内符合我国社区卫生服务的需要,具有可操作性,能体现公共卫生公益性。Objective To investigate the advantages, disadvantages, opportunities and challenges in the establishment of professional team mode of public health service in community health service settings. Methods Using SWOT analysis method,we made an in - depth analysis of the feasibility and dilemmas in the establishment and implementation of professional team of national public health service program in community health service settings from the theoretical perspective. And we made a further illustration based on the practical experience of Sanxiang Town Community Health Service Center in Zhongsan City from January 2010 to December 2013. Results The professional team mode of public health service in Sanxiang Town Community Health Service Center can well coordinate the current resources. When the qualified human resources of public health are inadequate,it could make the best use of available human resources,thus saving the operating cost. The mode has facilitated the balanced development of basic medicine and basic public health service,bettered the overall image of community and enriched and innovated the structure and connotation of national basic public health service. However,great difference still exists between the mode and current prevalent modes,which brings great roadblock in the exploration and practice of the mode. Therefore,we should seize the opportunity provided by the vigorous promotion of community health service in China and actively explore and diversify the mode of national basic public health service,in order to boost the benign development of basic medical care and basic public health service. Conclusion The establishment of community health service settings and the implementation of professional team of public health service will accord with the needs of community health service in China in a period of time. The mode is operable and serves the public welfare.
