摘　　要：编制温室气体清单是应对气候变化、建设低碳城市的重要基础性工作,可为城市制定低碳发展规划和考核评估提供决策依据。虽然国内外城市温室气体清单编制研究取得了很大进展,但在实践方面尚缺乏统一规范的指导。文章通过梳理和分析目前城市温室气体清单编制实践现状,结合课题组研究与实践的经验,针对城市温室气体清单编制过程中组织工作、方法学规范指导和编制技术方面的一些核心关键问题试图给出答案。尝试构建设计适用于一般意义上的中国城市温室气体清单编制实践体系,旨在推动中国城市层面温室气体清单编制工作的研究和实践工作。Greenhouse gas inventory development is basic but important work for low carbon transformation and addressing climate change at city level. GHGs inventory can serve as decision basis ＇for city to make low carbon development plan and assess the progress. More and more cities begin to develop their GHGs inventory since the NDRC launched the second batch of low carbon pilot work, but they are no normal guidance available. In this paper, we provide some solutions regarding frequently asked questions in practice based on relevant research and practice, so as to promote the progress in research and practice of city GHGs inventory in China.
