摘　　要：近年来东部地区由于面临资源环境的约束和产业结构升级的压力,加快了向中西部地区的产业转移。在产业对外转移中,转移能力是基础,转移意愿是动力,两者缺一不可。文章提出了产业转移意愿和能力的双维度模型,建立了双维度的产业转移评价指标体系,对上海市制造业产业转移的意愿和能力进行了测算,并用四象限图对测算结果进行了匹配分析,确定了上海可以转出的产业。The resource and environment constraints have become increasingly serious in the eastern region in recent years, so the eastern region has accelerated the pace that transferred industry to western and central region to realize industrial upgrading. Transfer ability is the foundation and transfer willingness is the power in industrial transfer. This paper presents two dimension model of industrial transfer willingness and ability, sets up a new index evaluation system which includes industrial transfer willingness and ability, measures the trahsfer willingness and ability of manufacturing industry in Shanghai city, and the results of transfer willingness and ability were matched by four quadrant matrix, identifies the industries that Shanghai can transfer to other regions.
