摘　　要：要素集聚作为市场经济下的一种资源配置方式,其与区域环境、区域创新能力间的相关性表明,生产要素的快速流动和集聚既可以优化和改进区域环境,也可能给区域环境、区域经济发展带来一定的负面影响。在促进区域经济发展的要素集聚中,应当高度关注人力资本的集聚。区域创新能力正是借由高端人才的集聚,为区域经济的可持续发展提供着强大的智力支持。因此,唯有走创新驱动、内生增长的必由之路,以创新驱动和市场机制为主轴,同时发挥政府在要素流动和聚集中的宏观调控作用,才能够真正实现整个地区经济和社会的可持续协调发展。As a way of the allocation of resources under the market economy, the correlation of factor agglomeration with regional environment and regional innovation ability showed that quick flow and agglomeration of factors can optimize and improve the regional environment, but it may bring certain negative impact on regional environment and economic development. We should pay close attention to human capital accumulation. Regional innovation ability by the agglomeration of high-end talent provides strong intellectual support for the sustainable development of regional economy. Therefore, only to develop regional innovation capacity, promote regional economic growth model to change from material elements- driven into the innovation-driven, at the same time play the macro-control role of government in factors flow and agglomeration, can we achieve the sustainable coordinated development of economy and society.
