摘　　要：在党的历史文献中,最早明确提出"群众路线"问题见于陈毅在1929年9月根据中央指示精神执笔写作的《中央给红四军的指示信》。坚持群众路线的思想和精神一以贯之地见于陈毅有关重要报告、讲话和著作之中,他反复强调的为人民服务的群众路线的宗旨,是陈毅对中国武装革命斗争和社会主义建设的实践经验的科学总结,是他对毛泽东群众路线思想的充实、丰富和重要理论贡献,也是陈毅留给我们宝贵的精神文化遗产。In the literature of the Party history, “mass line” problem first explicitly put forward by Comrade Chen Yi can be found in the “letter of September”,which was written forward to the Central Red Army according to the instructions of the Central Party Committee spirit in September, 1929.Adhering to the thought and spirit of mass line was one principle existing in Chen Yi’s important reports, speeches and writings.He emphasized repeatedly that serving the people was the tenet of mass line.It was a scientific summary of practical experience of Comrade Chen Yi for Chinese armed the revolutionary struggle and socialist construction, and it enriched the mass line thought of Mao Zedong and was the important theoretical contribution.It was the precious spiritual heritage left for us by Comrade Chen Yi.
