摘　　要：本文从中国履行《蒙特利尔议定书》出发,阐述了《消耗臭氧层物质管理条例》及我国消耗臭氧层物质(ODS)政策法规体系的建立和发展过程,归纳了ODS建设项目管理的相关政策规定,并根据ODS类别对该类建设项目的国家禁令进行了分类说明。此外,为解决现阶段ODS建设项目管理工作查阅文献多、分类难、流程不清晰的问题,本文根据ODS用途,将生产、使用ODS建设项目进行了分类,对各类建设项目的申报流程和审批流程进行了解释和说明。最后,本文提出了加强ODS建设项目管理的工作思路,为国家控制、管理ODS建设项目提供了参考。Starting from the Montreal Protocol implementation in China, this paper systematically elaborates China~ policies and regulations on the consumption of Ozone Depleting Substances（ODS）. It classifies and elaborates the regulations on construction projects concerning ODS according to the variety of ODS. Meanwhile, as relevant regulations are abundant with unclear processing procedure, this paper classifies the ODS production and consumption construction projects according to ODS functions and explains the application and review procedure for each variety of construction projects. In addition, suggestions on enhancing the project management are proposed in order to provide some reference for national control and management of ODS construction projects.
