区域应急物流系统综合平台构建及运行机制研究

摘　　要：应急物流是针对公共突发事件产生的特种物流活动,建立健全应急物流系统有利于提高公共应急能力。因此,提出了区域应急物流系统的理念,构建区域应急物流系统综合平台,分析了综合平台的构建原则、框架体系、模块功能以及运行机制,在此基础上集成以行政单位为区域的综合平台,组成国家-省-市三级联动的全国应急物流系统综合平台网络,以提高国家公共突发事件的应急能力。In this paper, we proposed the connotation of the regional emergency logistics system, established a comprehensive regional emergency logistics platform, analyzed the principle of the platform and its architecture, modular functions and operational mechanisms, and on such basis, formed a national comprehensive emergency logistics platform network which synchronized actions on the national, provincial and municipal levels to improve the country＇ s capacity in response to outbreak public incidents.
