山东省农村HIV/AIDS病人生产救助项目结果分析

摘　　要：目的分析农村地区艾滋病病毒(HIV)感染者/艾滋病(AIDS)病人(简称HIV/AIDS病人)生产救助项目,为开展此类工作提供经验。方法为HIV/AIDS病人提供种养殖技术支持和养殖饲料、种植肥料等物资补贴,帮助其尽快恢复生产、增加经济收入、提高生活质量和生活水平。结果项目期间,共为193个家庭中198名HIV/AIDS病人提供了生产救助,186人已掌握种养殖技术,占93.94%;因接受项目资助,2012年家庭年纯收入增加的共138个家庭,占71.50%。结论生产救助项目能帮助生活困难的农村HIV/AIDS病人恢复生产,增加经济收入,提高生活质量。但应做好项目实施前的评估工作,并针对救助类型提供可持续高频率的技术支持。HIV/AIDS病人生产救助工作应与当地扶贫、民政救助等工作相结合,确保其可持续性。Objective To analyze the effect of production assistance project （PAP） on Acquired Immune Defi- ciency Syndrome （AIDS） patients and to provide the experience for the similar activities. Methods We provided the production assistance for HIV/AIDS patients and offered technical support to help them to resume production, increase income and improve the quality of life. Results During the protect, 198 HIV/AIDS patients received the production assistance,of which 186 HIV/AIDS patients mastered the cultivating technology（93.94%）. 138 HIV/ AIDS patients＂ families income in 2012 increased （71.50%） due to the production assistance. Conclusion The pro- duction assistance program could help the HIV/AIDS patients who have difficulties of life to resume production, in- crease their income and improve quality of life. The assessment should be conducted before the program and techni- cal support should be provided continuously depend on different type of production assistance. In addition, the pro- duction assistance for HIV/AIDS patients should combine with local poverty alleviation and civil affairs assistance so as to make it sustainable.
