摘　　要：2014年7月,国家认监委公布新版照明电器产品强制性认证实施规则,同时要求指定认证机构制定本机构对应产品的认证实施细则以确保认证实施。由于新版规则内容变化较大,兼之首次推出实施细则,对强制性认证各相关方影响较大。为此,将就新版规则的6项主要变化,以及实施细则是如何定义和实施这些变化进行逐一解析,以期对各相关方快速理解和执行实施规则与细则有所帮助。In July 2014, Certification and Accreditation Administration of the People＇ s Republic of China （CNCA） released new edition of implementation rules for compulsory certification of electrical and electronic products--Lighting Electrical Appliances, in order to carry out the certification rules, CNCA ask appointed certification body to draw up implementation detailed rules of corresponding product for its own. Due to great content changes have taken place in new edition, as well as launching detailed rules for the first time, it has large impact on its stakeholder of CCC certification. Therefore, as to 6 major changes of new edition, how to define and put into effect detailed rules. It might help for each stakeholder quickly understand, better carry out implementation rules and detailed rules.
