农业龙头企业科技创新财政支持政策研究——以广东省为例

摘　　要：财政支持政策极大地推动了农业龙头企业科技创新的发展。财政支持农业龙头企业基本经历了探索扶持、大力扶持以及完善扶持3个发展阶段,逐渐形成了较为完善的农业龙头企业科技创新政策体系。文章以广东省为例,在调研的基础上,总结了广东农业龙头企业科技创新政策的主要特点和存在问题,并有针对性地提出对策建议,以期促进财政扶持龙头企业科技创新效率的提高,为国内其他省份提供借鉴,并为政府提供决策依据。The fiscal support policy has greatly promoted the development of science and technology innovation of agricultur- al leading enterprises. After experienced the three development stages：exploration stage, vigorous support stage and improve- ment stage, Guangdong has gradually formed a relatively complete technology innovation policy system to agricultural leading enterprises. Taking Guangdong Province as a case study, on the basis of the investigation, the paper summarized the main features and the existing problems of the technology innovation policy to agricultural leading enterprises, and then put for- ward some countermeasures and suggestions in order to promote the technological innovation efficiency of fiscal support to leading enterprises and provide a reference for other domestic provinces and governments in decision-making.
