政府与高校治理关系调适的国际经验--基于近年英、法、日三国高等教育改革分析

摘　　要：近年来,英、法、日三国的高等教育改革尽管动因不同,但都体现了简政放权的改革趋势;尽管高等教育管理体制不同,但都试图通过市场调节构建高校与政府的新型关系。简政放权、市场调节并不意味着放任不管,三国教育行政部门积极寻求政府管理与高校自治之间的平衡点,以合作共赢为目的,促进高等教育蓬勃发展,提高高等教育全球竞争力。In recent years, the reforms of higher education in Britain, France and Japan, though the motives are different, all reflect the trend of decentralization. Though the management systems differ, they all manage to adjust new relationship between government and university by market. Decentralization and market regulation do not mean letting them alone, the education administrative departments in the three countries actively seek the balance point between government administration and university autonomy on the purpose of win-win cooperation, so as to promote the rapid development of higher education and enhance global competitiveness of higher education.
