竞技体育反腐利益约束机制建设研究

摘　　要：中国竞技体育正处在发展的"高速期",快速发展的背后因腐败频发给其发展带来极大困扰。竞技体育腐败的核心是利益问题,本质是竞技体育参与者在面对特定的利益冲突情境下的"私利"妥协,分析竞技体育腐败的成本与收益,认为中国竞技体育腐败屡禁不止的根源在于"低成本-高收益"的利益诱惑驱使。从利益导向、利益制约、利益惩罚、利益激励等方面构建中国竞技体育反腐利益约束机制,旨在在竞技体育参与者私人利益与公共利益之间架起一道"防火墙",让利益冲突不能产生,进而从源头上预防腐败。China’s competitive sports are in the development of “high-speed perioed”,where frequent oc-currence of corruptions bring great distress to the development of competitive sports.The core of sports corruptions lies in interest,whose nature is the compromise of sports participants’self-interest under a particular conflicts situation of interest.The present paper sets to analuze the cost and profit of corrup-tions in competitive sports.It is found that the root of the repeated corruption in competitive sports in China lies in the “low cost and high profit”interest temptation.This paper has constructed the anti-cor-ruption interest restraint mechanism with competitive sports in China from interest orientation,interest restraint,interest punishment,interest incentives and other aspects,aiming to set up a “firewall”between competitive sports participants’private interests and public interests,so that there is no chance for the existence of interest conflicts,and thus corruption can be prevented from the source.
