安徽省乡镇政权建设困境及对策探析

摘　　要：乡镇政权建设关系到农村社会治理成效。新时期,安徽省乡镇政权建设存在如下困境:职能转换不到位、运作机制不顺畅,社会动员能力下降,社会服务能力下降,监督机制不完善。安徽省乡镇政权建设对策主要有:深化乡镇政权管理体制改革,加快乡镇政权社会参与机制建设,加快推进农村服务型基层政府建设,完善乡镇政权监督机制。The construction of rural grassroots political power is related to the governance effect of Anhui province rural society . In the new period, there are some difficulties in Anhui province rural grassroots political power construction： Functions conversion is not enough, operation mechanism is not smooth; the ability of social mobilization and social service is falling; supervision mechanism is not perfect. The countermeasures of Anhui rural grassroots political power construction mainly include： deepening the reform of the management system of the rural grassroots regime; accelerating the construction of rural grassroots regime social participation mechanism; speeding up the establishment of a rural service-oriented grass-roots government;improving the supervision of rural grassroots regime.
