摘 要:基于系统脆弱性内涵,从敏感性、应对力和恢复力三方面构建城市防灾系统脆弱性评估指标体系。应用突变级数法并引入熵值法克服指标重要度排序的主观性,评估中国大陆省会及直辖市的城市防灾系统脆弱性。结合评估结果运用优势粗糙集理论得到城市防灾系统脆弱性指标的约简,即影响城市防灾系统脆弱性的关键因素。结果表明,评估方法极大地减少了主观因素影响,能为建设城市应急管理能力提供理论支持,具有一定的实用价值。This paper develops evaluation system of disaster prevention system vulnerability based on the concept of vulnerability which contains sensitivity,capacity of coping and resilience. Entropy method is introduced to overcome the subjectivity of index sort when assessing the disaster prevention system vulnerability of provincial capital and municipalities directly under the central government of Chinese mainland based on catastrophe progression. According to dominance rough set and vulnerability assessment value,key influencing factors of urban disaster vulnerability are got through reduction. Results showed that the proposed evaluation model greatly reduced the subjective influence in the process of assessment. It had good validity and practicability.
