北京市某远郊区乡镇卫生机构运行现状研究

摘　　要：目的:分析北京市某远郊区的16家乡镇卫生机构运行现状及存在的问题,提出对策建议。方法:采用问卷调查的方法对北京市某远郊区16家乡镇卫生机构进行信息普查,通过统计分析描述其人员、科室、设备、药品及收支现状并找出存在的问题。结果:卫生人员方面,预防保健人员的配置比例和取得资质的比例最低;科室方面,眼鼻喉科室的设置比例最低;设备方面,各个乡镇卫生机构的设备配置水平不一,其中理疗设备的数量在各个乡镇卫生机构之间差距最大;药品方面,仍有一些乡镇卫生机构的基本药物和零差率药品的数量及种类未符合国家的标准;财务方面,乡镇卫生机构筹资主要依靠财政补助,占总收入的69%。结论:乡镇卫生机构需要加强公共卫生人才队伍建设,增加与该乡镇需求相匹配的科室和设备,扩充基本药品和零差率药品的数量及种类,另外需要建立灵活多样的分配机制,设计符合实际的考核指标。Objective： To describe 16 township hospital operation statuses, analyze the problems and make suggestions. Methods： Making the health census to 16 township hospital in a suburban area of Beijing, and then making recovery verification by phone and on - site verification, describing the current status. Results： For health personnel, preventive health personnel got the lowest allocation ratio and the lowest proportion of qualification. In the department, the department setting in eyes, nose throat got the lowest proportion. In terms of equipment, device configura- tion at the township level health institutions varies. Aspects of medicine, there are some basic medicines township health institutions and zero slip number and types of drugs axe not in line with national standards. The financial aspect, the township health institutions financing mainly rely on financial subsidies, the total income of 69%. Conclusion： Township health institutions need to strengthen the public health of qualified personnel, expand the number of essential drugs and medicines zero slip and species. In addition, there is a need to establish the distribution mechanism of flexible, formulate assessment criteria in line with the actual.
