摘 要:东北亚各国均程度不同地讨论过要推动东北亚多边安全机制构建,从近几年东北亚地区安全形势与新时期中国周边战略需求来看,构建东北亚多边安全机制已经到了需要在行动上纳入中国外交战略规划的时候了。东北亚多边安全机制构建不仅旨在维护该地区和平与稳定,而且也可取代六方会谈部分功能,减轻因六方会谈停滞带来的负面影响,即促进该地区机制建设与多层次沟通。面对构建的结构性障碍,必须坚持不触动美国在该地区双边同盟安排、不触动领导权问题、牢记初期阶段目标就是维持其召开本身、讨论议题与朝核问题要适度脱钩等基本原则。在具体构建路径上可从激活六方会谈所设立的东北亚和平与安全机制工作组开始,逐渐向"东北亚安全合作论坛"过渡,再向"东北亚安全合作机制"过渡。It’s time to bring the construction of multilateral security mechanism into the line of China’s diplomatic strategy due to the security situation in Northeast Asian region and China’s peripheral strategy in the new period.The construction of the mechanism aims not only to maintain the regional peace and stability,but also to replace some roles of the Six-party Talks so as to alleviate the negative effects of the standstill of the Talks.In order to step over the structural obstacles,it is necessary to preserve America’s bilateral arrangement and the present leadership,to take the restart of the Talks as the target,and to separate the discussions from the Korean nuclear issue within a moderate range.The route of the construction may begin with Northeast Asian peace and security working group,and then gradually transit from "forum of Northeast Asian security cooperation"to"Northeast Asian security cooperative mechanism".
