京津冀区域人才特区建设的现实困境与路径选择

摘　　要：京津冀区域人才特区建设对于该区域经济发展有重要的推动作用。但由于京津冀区域人才特区建设和发展理念相对滞后、区域间同质化竞争严重以及相关人才保障体制不健全等因素的影响,人才特区建设进展缓慢。因此,需要从理念重构、制度完善、载体建设以及环境优化等四个方面推动京津冀区域人才特区的建设与发展,实现京津冀区域人才特区的科学配置和效用最大化。The SAR personnel of Beijing-Tianjin-Hebei Region have an important role in the construction of the regional economic development. However, the SAR personnel progressed slowly due to the SAR personnel lagging construction and development of the concept, the homogenization of serious inter-regional competition and associated personnel security system unperfect. Therefore, we propose the concept of reconstruction from perfect system, four carrier construction and environmental optimization to promote the construction and development of Beijing-Tianjin-Hebei and the SAR personnel in order to achieve scientific configuration and utility maximization of Beijing-Tianjin-Hebei and the SAR personnel.
