后赶超时期我国技术赶超的发展机会与政策取向

摘　　要：伴随赶超过程中后发国家对技术前沿的日益靠近,快速赶超阶段之后是一个非常缓慢的发展阶段,此时只有更高水平的自主创新才能达到技术前沿并实现赶超。作为一个转轨中的发展大国,我国开始进入技术赶超的后赶超时期。在这一阶段,尽管我国自主创新型技术赶超需要同时面对经济转轨与发展阶段带来的多重挑战,但全球经济变迁与技术体系演化也为我国技术赶超提供了新的"机会窗口"与比较优势。立足于这种挑战与机会,我国自主创新型技术赶超的创新政策就需要聚集于创新系统的能力建设,致力于完善经济系统的框架条件,并在社会变革方面引入广泛的创造性调整与实验等。When developing country closing to technological frontier, there is slow development stage after quick catching-up, so developing country need stronger independent innovation. As a great nation in the course of developing and shunting, China has entered late period of technology catching-up. At this stage, the technology catching-up in China＇s independent innovation need face multiple challenges, but global economic changes and technology system evolution for our technology catching-up provides a new ＂window of opportunity＂ and comparative advantage. Basing on the challenges and opportunities, we must choose the path of developing burgeoning industry and reforming mature industry, and reform the policies by focus on capacity building innovation systems,improving the framework conditions for economic system, and introduction of a wide range of creative adjustments and experiments, etc in the social reform.
