摘　　要：民族问题是俄罗斯国内最复杂的问题。冷战结束后,叶利钦政府1996年出台的《俄联邦民族政策构想》是当代俄罗斯国家解决这一问题的首次尝试,但是并没有取得预期的效果。普京重任总统后着手推出新的民族政策战略。2012年12月19日出台的《2025年前俄联邦国家民族政策的战略》阐释了俄联邦民族(种族)间关系状况,规定了俄联邦国家民族政策的目标、原则、优先方向与任务,并构建了实施俄联邦国家民族政策的机制,试图以此塑造俄罗斯国家民族意识,重振大国雄风。Ethnic issue is the most complicated one for Russia. After the Cold War, the Russian Federation Ethnic Policy Concept, proposed by the Yeltsin administration in 1996, is the first attempt to solve this problem in contemporary Russia, failing to achieve desired results. After Putin was reelected president, he considered to issue new ethnic policy strategies. In ＂the Strategy of the State National Policy of the Russian Federation for the period till 2025＂, issued on 19 Dec 2012, it explains relations among different ethnic groups, stipulating the goal, principle, priorities and task of Russian Federation national ethnic policies. Meanwhile, it also constructs mechanism to implement Russian Federation national ethnic policies, endeavoring to shape Russian national ethnic consciousness and reviving its glory as a great power.
