基于农民福利视角的征地补偿安置政策绩效评价——武汉市江夏区和杭州市西湖区的实证

摘　　要：从农民福利的视角,以武汉市江夏区和杭州市西湖区不同区域、不同时段的438个被征地农民为调研样本,评价征地补偿安置政策的绩效。结果显示,湖北省2009年实施的新政策极大地提升了失地农民的福利水平。在区域上,除了江夏区远郊农民福利水平降低,其他区域福利水平提高,杭州西湖区提升幅度大于江夏区,城中村提升幅度大于近郊。政策启示表明,政府应根据当地实际情况制定不同的征地补偿标准;对失地农民的关注重点应从传统的经济补偿等物质层面转向心理疏导等精神层面;借鉴留地安置模式,盘活闲置土地。From the perspective of welfare, this study evaluates the policies’ performance of land com-pensation and resettlement for land-lost peasants by using 438 survey data from Jiangxia district of Wuhan City and Xihu District of Hangzhou City collected at different times and regions .The results shows that the im-plementation of the new land acquisition compensation policies in 2009 in Hubei Province has increased farm-ers’ welfare.From the region, all regional welfare of landless peasants was improved except the exurban farm-ers’ welfare in Jiangxia District.The increase rate of welfare in Xihu District of Hangzhou City was overall higher than that in Jiangxia district of Wuhan City, and villages-in-city was higher than that in suburbs. Based on the results, several conclusions were formed as follows：The governments should adopt flexible land compensation standards according to local situations;the government should focus on landless peasants’ psy-chological counseling （ the spiritual level） more than traditional economic compensation （ the material level）;land keeping and resettlement model should be learned.
