摘　　要：城乡规划体系下的公用设施规划目前面临规划内容简单、空泛、格式化,多由非专业、专职人员编制,规划审批时受关注度低等问题。导致规划失效的成因包括:当前的政治、经济背景使公用设施规划编制和实施不被重视;法规和技术规范存在缺陷,其修订滞后于行业发展现实和发展需求;实践者缺少创新理论指导;缺乏专业、专职人员持续关注并创新提升。未来,急需对城乡规划体系下公用设施规划的核心价值进行重新定位。Domestic public facilities planning in urban-rural plan system still faced problems of being vague and devoid of planning content, being not compiled by professional and full-time staff majored in public facilities, attracting little attention in the examination and approval procedures. Main causes resulting in invalidation of the planning included： Current political and economic conditions that ignore public facility planning and implementation, the lag of updating the deficient technical specifications and regulations, practicers being not guided by innovated theories, lack of persistent awareness and improvement by professional and full-time staff. Core values of the public facilities planning needed to be reexamined in the future.
