西安文化规划应首先突现“周公仁爱文化”——西安文化规划反思兼与其草案制定者和红星教授商榷

摘　　要：2013年底的中国首次城镇化会议提出,城镇规划建设要"延续城市历史文脉"。包含在西安城市规划中的文化规划,应当服从中国当代文规政治学的核心价值观即"延续文脉"。但由和红星教授主持的西安文化规划,在一定程度上偏离了西安市委市政府《白皮书》对西安文化的明确定位定性,对西安首应铭记展示的"周公仁爱文化"大面积忽视,同时过分笼统地突现对秦始皇文化的展示,导致"西安主打秦汉唐,宝鸡主打周文化"的文化展示失误,确有待完善。这种失误是中国解放后城规教育分隔理工科与文科的结果之一。它表明中国文规体制机制改革的任务之一,一方面是从个人知识构成和机构人员组成两层次,改变规划机构现状;另一方面建议中国城规教育按中央城镇化会议"建立空间规划体系"要求,首先促使"中国文规学"学科理论建设及其教育置于"延续城市历史文脉"总思路下。At the end of 2013, the Chinese first Urbanization Coference put forward that city＇s planning should ＂develop the city＇s history and tradition＂. The culture planning included in Xi＇an city planning should obey the core value of Chinese present politics of culture planning. However the culture planning of Xi＇an managed by professor He Hongxing deviated from the White Paper issued by the government of Xi＇an. He almost ignored the culture of ＂Zhou Gong＇s Benevolence＂ , which Xi＇an should remember to show first,but led to the wrong culture presentation plan with Xi＇an focusing on the Qin, Han and Tang Dynasties,and Baoji focusing on Zhou Dynasty＇. It needs to be corrected. This failure is one of the results of the city planning education which has separated science from liberal arts since 1949. It reveals a challenge for Chinese culture planning structure reform. On the one hand, we should refine the city planning office in both indivadual knowledge system and staff structure. On the other hand,Chinese city planning should follow the requirement of Chinese Urbanization Coference to bulid a space planning system, facilitate the de- velopment of ＂Chinese culture planning＂ course in line with the thought of ＂developing the city＇s history and tradition＂ primarily.
