摘  要:目的应用TOPSIS法对新疆流感监测网络(包括17个哨点医院及14个网络实验室所在疾控中心)监测工作质量进行综合评价。方法参考《全国流感监测工作质量评估方案(试行稿)》,依据新疆流感监测网络监测工作质量评价指标体系,采用TOPSIS法对17个流感监测哨点医院的3类9项指标及14个网络实验室的5类18项指标进行综合评价。结果 TOPSIS法评价结果显示,17个流感监测哨点医院中乌鲁木齐市第一人民医院的流感监测工作质量最好,米东区人民医院流感监测工作质量最差;14个流感监测网络实验室中乌鲁木齐市疾病预防控制中心流感监测工作质量最好,和田地区疾病预防控制中心流感监测工作质量最差。与现场督导考核情况相符。结论 TOPSIS法评价结果可靠、客观。17家国家级哨点医院及14家网络实验室均应加强对流感监测工作的组织、协调和管理,明确岗位职责,严格按照相关规章制度开展流感监测工作。Objective To use the TOPSIS method to evaluate efforts by the Xinjiang Influenza Surveillance Network.Methods Based on a proposed index to evaluate efforts by surveillance networks nationwide,the TOPSIS method was used to evaluate the efforts of the Xinjiang Influenza Surveillance Network at 17 sentinel hospitals and 14 network laboratories in Xinjiang. Results According to the TOPSIS method,Urumqi First People's Hospital had the best influenza surveillance efforts while Midong People's Hospital had the worst influenza surveillance efforts among 17 sentinel hospitals.The Urumqi CDC had the best influenza surveillance efforts while the Hetian CDC had the worst influenza surveillance efforts among 14 network laboratories.Results accorded with on-site audits and assessments. Conclusion Evaluation using the TOPSIS method is reliable and objective.The 17 sentinel hospitals and 14 network laboratories in the Xinjiang Influenza Surveillance Network should enhance the organization,coordination,and management of their influenza surveillance efforts,clearly define responsibilities,and closely follow relevant regulations to improve their influenza surveillance efforts.
