摘　　要：消防自由裁量权是重要的消防行政权之一,在整个消防行政管理活动中都得以运用。在行政程序价值冲突下寻求消防自由裁量权规制的价值取向,以此为指导,针对实践中的问题,探寻到消防自由裁量权的最佳规制模式。Fire discretion is one of the important fire control administrative power, administrative activities in the whole fire control to use. Under the administrative procedure value conflicts for the value orientation of fire discretion regulation, as a guide, in view of the problems in practice, explore the optimal regulation model fire discretion.
