摘 要:海上丝绸之路经济带建设是我国"一带一路"建设重大战略的重要组成部分,也是我国参与全球竞争和全球治理的重要举措。海上丝绸之路经济带建设给闽台港澳粤桂琼所在的华南经济圈带来了新的发展机遇,但华南经济圈参与海上丝绸之路经济带建设也面临诸如争夺海上丝绸之路起点的"历史心结"、GDP政绩考核"现实情结"、各经济区整合难度大、经济圈外部与海上丝绸之路沿线国家的经济文化交流困难等挑战。为此,应去除海上丝绸之路始发港的历史"心结",摒弃地方政府追求经济GDP和政绩考核的现实"情结",在区域经济整合的基础上实施"全国一盘棋"战略,超越华人华侨的狭隘商圈并与海上丝绸之路沿线国家其他民族更好地实现互利共赢。The construction of maritime silk road economic belt is the important part of the construction of the major strategy on'Belt and Road', also the important measure for China to participate in global competition and global governance. The maritime silk road economic belt construction has brought new development opportunities to the south China economic circle which includes Guangdong, Guangxi, Hainan, Fujian, Taiwan, Hong Kong and Macao, But there are many difficulties and challenges for south China economic circle to participate in the construction of maritime silk road economic belt, such as, ' historical knot'of battling for the starting point of maritime silk road, 'reality knot'of GDP measurement, the difficulty of integrating the economic regions, the difficulty of economic and cultural communication between the external of the south China economic circle and the countries along maritime silk road. Hence, it is essential to get rid of the 'historical knot'as well as the 'reality knot'. On the basis of regional economic integration, the strategy of'a game of national chess'can be carried out. The other nations along the maritime silk road can be better mutually benefited.
