摘　　要：当下,行政权力已触及社会每个角落,众多的社会管理事务需要行政主体通过行政决策的方式予以决定,因此善治以及国家治理能力的提升与政府行政决策能力提升休戚相关。电子信息技术已经成为当今时代发展与社会管理手段提升的重要助推器,行政决策的信息来源极大丰富,信息技术可以优化行政决策的参与主体,提升政府的行政决策能力以及决策的质量。技术理性与制度构建的融合,需要将信息化、民主化与法治化作为行政决策能力提升的要素保障,以制度来保障技术应用以推动行政决策的创新。At present, the administrative power has touched every corner of society. Many social management affairs need to be decided by the administrative subject in decision making, therefore, the promotion of national governance is closely related to that of administrative decision-making ability. Electronic information technology has become an important booster to enhance the development and social management. The source of administrative decision-making information is greatly enriched. Information technology can optimize the administrative decision-making subject, enhance the quality of administrative decision-making and decision-making ability of government.Integration of technical rationality and system construction will need informatization, democratization and rule of law as the elements to enhance the administrative decision-making ability, innovation in order to guarantee system to promote the application of administrative decision.
