新型城镇化背景下促进农民自由全面发展的路径研究

摘　　要：在分析马克思人的自由全面发展理论、城镇化概念的基础上,对中国新型城镇化建设与农民发展问题进行了研究,得出新型城镇化是以人为核心的城镇化,是推动经济发展的动力。新型城镇化建设为农民的自由全面发展创造了条件,而农民的自由全面发展也有利于推进新型城镇化,两者之间具有相互促进、互为统一的关系。新型城镇化建设应注重农民全面发展,两者相互协调、同步发展才能有利于国民经济发展。进而提出应加大科技文化知识和专业技能的培训,促进城乡基础教育均衡发展,完善农民工基本公共服务供给机制,将人(农民)的发展作为新型城镇化建设的根本出发点和落脚点的建议。Based on the analysis of people＇s all-round development theory of Marxism human study and the concept of urbanization , the research has been conducted on the development of China＇s new urbanization construction and farmers development . It is concluded that the new -type urbanization is human -centered urbanization and also the driving force of economic development . The new urbanization construction creates the conditions for farmers＇free and comprehensive development which also promotes the new-type urbanization . There is a relationship of mutual promotion and unification between the two . The focus of the new urbanization construction should be the comprehensive development of farmers , and only the mutual coordination and synchronous development can be beneficial to the national economic development . Finally further proposals are put forward as followings：strengthening the training of science , technology , culture and professional skills , promoting the balanced development of basic education in urban and rural areas , improving the basic public service supply mechanism of farmers , and taking the development of people （farmers） as the fundamental starting point and foothold of the new urbanization construction .
