摘　　要：医疗保障基金是医疗保障制度的核心,完善医疗保障制度必须建立科学、合理的医疗保障基金管理体制。根据中国国情,应建立独立于医疗保障行政管理部门的经办机构管理医疗保障基金,并按照准公共机构的形式运行。在医疗保障基金的不同管理环节加强不同机构、部门的协作,积极稳妥提高基金统筹层次。Medical security fund is the key of medical security system. Thus, establishes scientific and rational administrative system of medical security fund to perfect medical security system. According to China＇s condition, it needs to establish independent organization that takes charge of medical security fund in a quasi-NGO manner. And it is suggested that the collaboration among various organizations and departments should be enhanced in the administration of medical security, and the coordination criterion of medical security fund should be heightened.
