摘　　要：准移民体面安居是社会公平水平的重要标志,是改善准移民生存状态的基础条件,是基本现代化建设的内在要求和重要课题。制约准移民体面安居的障碍主要有传统户籍文化的影响、户籍为本管理制度的束缚以及资源约束等。目前,深度现代化理念的确立、社会治理制度创新、社会心理改善、较为坚实的经济基础等有利于准移民体面安居的支撑条件正在成长积聚,已形成相对优势,能够突破阻碍准移民体面安居的瓶颈。推进准移民体面安居,一要创新基本公共服务供给理念,二要创新基本住房保障体制,三要创新基本住房保障供给机制,四要创新基本住房保障供给思路。The decent housing of prospective immigrants is an important symbol of social equity, it is the foundation of improving prospective immigrants Jiving condition and the inherent requirement of basic modernization construction, so it is an important subject in basic modernization. Barriers for the prospective immigration dignity mainly include the traditional house-hold register culture influence, the household register for this control system fetter as well as the resources restraint. At present, the following factors, including the establishment of the modern concept of depth, the innovation of social management system, the improvement of social psychology, the depth of the solid economic foundation to support the decent housing of pro-spective immigrants growing accumulation, have formed the rela- tive advantage which can break through the bottleneck of the pro- spective immigrants decent housing. To promote the decent housing of prospective immigrants, first of all, we should innovate the basic concept of public service supply; secondly, we have to innovate the security system of basic housing; thirdly, we need to innovate the basic housing security supply mechanism; finally, we need innovate ideas to protect supply of basic housing.
