摘 要:科学研究是促进英国经济增长的重要驱动力,英国政府也是科研活动的重要资助者。BIS在英国政府科研经费预算的制定和分配中发挥了极其重要的作用,由BIS所控制的"双重资助体系"有效地保障了科研活动投入的持续和高效。我国政府也把科技创新摆在国家发展全局的核心位置,党的十八大提出了创新驱动发展战略,如何管好用好科技经费更是政府科技管理部门应该深思的问题。本文拟从英国政府科研经费的配置入手,分析其科研经费的资助特点和管理机制,从而得出有益的启示。Scientific research is an important driving force for economic growth in the UK. The British government is also an important sponsor of scientific research activities. BIS plays an extremely important role in deciding the allocating the British government research fund budget. The BIS--controlled "dual support system" effectively guarantees the efficiency in the continuous input into the scientific research activities. The Chinese government also prioritizes technological innovation in the overall development of the country, and the Eighteenth Party Congress put forward the innovation-driven development strateg)n Therefore, how to manage and use the science and technology funds well is an issue that merits the attention of the government department responsible for this. This paper intends to approach the issue of British government scientific research fund and analyze its characteristics and management mechanism, thus drawing on its experiences.
