WTO农业协定背景下河南农业政策的选择与考量因素分析

摘　　要：世界贸易组织农业协定以及后续的相关协议,既考虑贸易自由化的总体要求又兼顾各成员农业的特殊利益,在规定各方承担共同减让义务的同时,加以区别对待,灵活掌握,给予发展中国家在国际农产品市场准入、国内的支持措施、农产品出口补贴和粮食安全等方面更加优惠的例外待遇。河南作为发展中国家的农业大省和粮食基地,应该充分利用国际规则允许的补贴空间和支持措施,制定既符合省情和国情,又不违背国际规则的农业支持政策,并使之常态化、法制化。WTO Agreement on Agriculture and subsequent relevant protocols take into consideration not only the overall requirements of trade liberalization but also the special interests of all its members,and they allow the parties to undertake jointly predetermined reduction commitments with no discrimination against any individual member country and are very flexible,giving developing countries more preferential and exceptional treatment in such aspects as the international agricultural market access,domestic support measures,agricultural export subsidies,food safety and so on.As a major agricultural province and the food base of such a developing country as China,Henan Province should take full advantage of subsidies space and supportive measures permitted by the international rules,work out some agriculture-supporting policies that are in line with China’s situation and circumstances without violating the international rules,normalize and legalize the policies.
