香港地区粮食消费与节约制度移植研究

摘　　要：通过研究我国香港地区的粮食消费与节约机制深入分析相关法律与规例,如《储备商品条例》、《储备商品(进出口及储备存货管制)规例》,寻找可资我国内地粮食法立法借鉴的资源;此外,通过对香港地区"惜食香港运动"的调查研究,剖析社会力量在节约粮食中的地位作用,提出完善我国内地的粮食节约的运作机制。By studying the food consumption and saving mechanism of China’s Hongkong region,the paper conducts an indepth analysis of the relevant laws and regulations,such as the “Reserve Commodities Ordinance”,“Reserve commodities （Import ＆ Export and Reserve Inventory Control）Regulations”,so as to search for the resources China can use for reference in legislation of food law.It analyzes the status of social forces in saving food through the investigation and research on “the Movement of Cherishing Food in Hongkong region”,and then puts forward measures to improve China’s grain saving mechanism.
