摘　　要：采用Kakwani指数和再分配效果法,从垂直公平和水平公平两个角度对我国城镇居民基本医保筹资公平性进行评价。结果显示,Kakwani指数为-0.378,RE值为-0.0255,说明我国城镇居民基本医保筹资体系呈累退性,现阶段城镇居民基本医保筹资加大了收入分配的不公平程度,其中水平不公平是造成医保筹资不公平的主要原因。From the perspective of vertical and horizontal equity, financing fairness of basic medical insurance for urban residents was evaluated using Kakwani index and redistribution effect method. The result shows that the Kakwani index is -0.378, RE value is -0.0255. These mean the basic medical insurance for urban residents is tired out. Nowadays, the financing of medical insurance of urban residents increases the unfairness of income distribution. The horizontal inequality is the main cause of financing unfairness.
