“碳关税”开征对湖南出口贸易的影响及对策研究

摘　　要：通过对2004~2013年湖南省29种主要出口产品的出口额数据进行回归分析,讨论＂碳关税＂开征对湖南省出口贸易的影响。结果显示,＂碳关税＂税率越高,其影响程度越大;而在同一＂碳关税＂税率水平下,不同出口产品因＂碳关税＂开征所受影响程度不同,受影响程度最大的出口产品依次为：服装及衣着附件、鞋类、烟花爆竹、旅行用品及箱包等。此外,并非所有的碳排放密集型产品都会受到较大冲击,一些非碳排放密集型的产品所受的冲击反而更大。Using regression analysis of 29 kinds of main export products in Hunan Province from 2004 to 2013, this paper discusses the influence of collecting carbon tariffs on Hunan＇s export trade. Results show that the higher the carbon tariff rate is, the stronger the effect will be. While at the same carbon tariff level, the effect differs from different export products. The products that have been affected the maximum degree are clothing and accessories, shoes, fireworks, travel supplies and bags, etc. In addition, not all of the carbon e- missions intensive product will have large impact. Some non -carbon intensive products may affect more.
