摘　　要：我国应综合运用市场化和行政化手段,建立保险公司、再保险、巨灾风险分散基金和政府分担风险的多层次的农业大灾风险分散机制。China should use means of market and administrative to establish the multi level agricultural catastrophe risk dispersion mechanism including the insurance companies, reinsurance, catastrophe risk diversification fund and the government.
